I don’t really see why you’d compare dubstep to breakcore. Besides the fact they are both relatively new genres they have almost nothing in common.

Breakcore is sorta like IDM to me. It’s a label slapped on all kinds of electronic music that doesn’t fit any of the strictly defined definitions. Dubstep is one of those strictly defined ones, and it got it’s definition so fast it’s already becoming boring in a way.
Slow beat, wobbly bassline, yay it’s a dubstep tune!
